8:00–8:30 a.m. Registration and Welcome (Dale Harrington)
8:30–9:00 How to Determine the Condition of My Street Network (Dale Harrington)
Many cities find it difficult to devote time to determine the condition of their street system. The numerous pavement condition methods will be summarized, including a more detailed explanation of the PCI method. Participants will also learn how to obtain software to complete a street condition inventory.
9:00–9:30 Mixes of Fixes, Long- and Short-Term Options, Part 1 (Jerry Dunlay)
The City of Osage has a great history of addressing necessary street improvements in a cost effective manner. Mr. Dunlay will explain what the city has done over the last 30 years and how its progressive approach has solved many of the street problems.
9:30–10:00 Mixes of Fixes, Long- and Short-Term Options, Part 2 (Duane Wittstock)
One of the fastest growing cities in the state, West Des Moines has had to develop a long- and short-term approach to the rehabilitation and construction of its street system. Mr. Wittstock will explain the city’s philosophy and approach to meet the demands placed on its street network.

10:15–11:00 Handling Pavement Options: Equivalent Design (Jim Grove)
This session will outline how to handle engineering pavement options, particularly equivalent designs and loading and stress determinations. Actual design examples will be provided.
11:00–11:45 Handling Pavement Options: Management Issues (John Cunningham)
At times, city administrators are faced with trying to solve equivalent pavement issues. Acceptable alternate bid practices, advertising options, and other equivalent pavement issues will be discussed by Mr. Cunningham.
11:45–12:30 Lunch
12:30–1:30 Revenue Options for Street Improvements (Mark Cory)
The various economic options that exist to help cities undertake necessary street improvements are explored. These include TIFs, special assessments, and general obligation bonds.
1:30–2:00 Iowa DOT Programs to Assist with Municipal Projects (Donna Buchwald)
The Iowa Department of Transportation administers several funding programs to assist with municipal paving projects. This session will explore general guidelines and requirements for these programs.
2:00–2:15 Break
2:15–3:00 Overlay Applications on City Streets (Jim Cable)
Concrete overlays have been used for over 30 years in Iowa and across the country. However, not many cities have them in their street systems. Overlays have proven to be very cost effective. In this session, Dr. Cable will explain the different types of overlays available and their application, including overlays on brick streets.
3:00 Seminar Wrap-up (Dale Harrington)
About the presenters
- Dale Harrington, moderator for the seminar, is a senior project engineer with Snyder & Associates and former director of the PCC Center and SUDAS.
- Donna Buchwald is an urban engineer with the Iowa DOT Office of Local Systems.
- Duane Wittstock is the city engineer for the City of West Des Moines.
- Jerry Dunlay is the public works director for the City of Osage.
- Jim Cable is recently retired from Iowa State University.
- Jim Grove is a PCC Engineer for the Center for Transportation Research & Education at Iowa State University.
- John Cunningham is vice president of the Iowa Concrete Paving Association.
- Mark Cory is an attorney with the Ahlers and Cooney Law Firm in Des Moines.
